* SANTA CLARA, Calif. (AP) — Banks collecting billions of dollars in federal bailout money sought government permission to bring thousands of foreign workers to the U.S. for high-paying jobs, according to an Associated Press review of visa applications.

The dozen banks receiving the biggest rescue packages, totaling more than $150 billion, requested visas for more than 21,800 foreign workers over the past six years for positions that included senior vice presidents, corporate lawyers, junior investment analysts and human resources specialists. The average annual salary for those jobs was $90,721, nearly twice the median income for all American households.

The figures are significant because they show that the bailed-out banks, being kept afloat with U.S. taxpayer money, actively sought to hire foreign workers instead of American workers. As the economic collapse worsened last year — with huge numbers of bank employees laid off — the numbers of visas sought by the dozen banks in AP’s analysis increased by nearly one-third, from 3,258 in fiscal 2007 to 4,163 in fiscal 2008.

The company is to announce full-year results on Thursday and will spell out details of a series of measures to boost profitability.

* The climate is warm, there’s no shortage of exotic food, and the cost of living is rock bottom. That’s IBM (NYSE: IBM)’s pitch to the laid-off American workers it’s offering to place in India. The catch: Wages in the country are pennies-on-the-dollar compared to U.S. salaries.

Under a program called Project Match, IBM will help workers laid off from domestic sites obtain travel and visa assistance for countries in which Big Blue has openings. Mostly that’s developing markets like India, China, and Brazil.

* Feb. 2 (Bloomberg) — Consumer spending in the U.S. fell in December for a record sixth consecutive month, capping the worst year since 1961, a slump that is likely to persist as companies slash payrolls.

The 1 percent drop in purchases was larger than forecast and followed a 0.8 percent decrease in November, the Commerce Department said today in Washington. The Federal Reserve’s preferred measure of inflation was little changed for a third month.

*WASHINGTON (AP) — A private measure of the manufacturing sector’s health for January rose from a record low, but still posted the 12th straight month of contraction amid a global recession.

The Institute for Supply Management, a trade group of purchasing executives, said Monday that its manufacturing index rose to 35.6 in January from an upwardly revised 32.9 in December. The January reading was above the 32.6 that economists surveyed by Thomson Reuters had expected.

Any reading above 50 signals growth, while a reading below 50 indicates contraction. The index has fallen steadily since August as the economy deteriorated, hitting a 28-year low in December.

SACRAMENTO, Calif. – The national wave of auto dealership closures has come crashing down on thousands of people who are on the hook for used-car loans that dealers were supposed to absolve.

When a car buyer still owes money on a vehicle he is trading in, the dealer promises to pay off the outstanding loan, then resells the vehicle. But as more dealers go out of business, some are sticking consumers with the bill. Lenders can then go after the previous owner who thought the debt was paid, or repossess the car from the new owner who assumed it came with clear title.

“It’s devastating for people when it happens because they have two car payments and they can’t afford them,” said Rosemary Shahan, president of Consumers for Auto Reliability and Safety, a Sacramento-based nonprofit that lobbies on behalf of vehicle owners. “Their credit is destroyed for no fault of their own because the dealer defaulted.”

Regulators in California and other states, including Florida, Iowa and Washington, are seeing a surge in consumer complaints. They warn the problem is sure to grow this year because of the deepening recession and continued trouble in the auto industry.

Mike: Can you imagine that golfers may have to play in tournaments that pay only $500k for a win  instead of  $1 million? Oh, the struggle of it all.

Mayor Bloomberg insists his threat to eliminate 23,000 city jobs unless Albany comes up with extra cash is no bluff.

“We’re not bluffing about anything. We don’t have any extra money,” he said Sunday.

The mayor said Albany should divert a slice of money from the planned federal stimulus plan to support the city schools.

If not, the layoffs could include as many as 14,000 teachers.

pella1* SIOUX CENTER, Iowa – A second round of layoffs has hit a Pella Corp. plant in Sioux Center in northwest Iowa.

The company says 86 workers have been laid off. Pella spokeswoman Kathy Krafka Harkema says the layoffs were necessary because of the credit crunch, which led to a decreased demand for building materials throughout the country.

* ADC Telecommunications Inc. on Monday lowered its first-quarter guidance and said it’s planning more layoffs in an effort to cut costs.

* BILLINGS, Mont. (AP) – The Great Falls Clinic says it will lay off its medical transcriptionists and save money by having a Massachusetts-based contractor do the work.

The clinic says it will lay off the equivalent of 42 full-time transcriptionists and expects they can find work with the contractor, Nuance Healthcare. Clinic spokeswoman Geannine Rapp Purpura says those hired would be able to remain in Great Falls and work from home.

STAMFORD — The phones have been ringing off the hook at the office for 2010 U.S. Census in Bridgeport.

Office Manager Bill Gleason hopes it keeps up. He has to fill 730 positions for field workers — who earn $17 to $21.75 an hour — by March. The office will conduct the U.S. Census for Fairfield and New Haven counties beginning in April.
