WASHINGTON (AFP) — US housing construction starts and building permits rose more than expected in May after falling to record lows in April, government data showed Tuesday.

The Commerce Department reported permits to build privately owned homes, an indicator of future activity, leapt to a seasonally adjusted annual rate of 518,000 in May, an increase of 4.0 percent from the prior month.

Building permits had fallen in April to a revised rate of 498,000, the lowest level since the data began to be tracked in 1960.

New York — The Johnson Redbook Retail Sales Index was down 4.4% in the first week of June.

Month-to-date, the month declined 4.4% compared to June 2008, relative to a revised target of a 4.2% drop. And month-over-month was a 4.3% drop relative to May, compared to a targeted 4.1% drop.

The number of new houses started in the US rebounded in May from April’s record low, the Commerce Department has said.

Housing starts jumped 17.2% to a seasonally adjusted annual rate of 532,000 units in May, up from April’s figure of 454,000.

However, the rate was still down 45.2% from May 2008.

- Nineteen Lansing Community College employees are expected to receive layoff notices today. Three counselors at the college got theirs more than a week ago. They are the likely casualties of a grim economy and a contentious budget process.

Layoff notices have been sent to all 535 employees working on the two programs and layoffs are scheduled for Aug. 10.

But the exact number losing their jobs won’t be known for a while, as the company tries to find jobs for as many of the employees as possible in other parts of the company.

So far, 60 people have been placed in new positions, said spokesman David Jewell.

The cuts included 6,000 European posts along with 3,000 others that would go as some of the group’s activities were relocated, Die Welt said, quoting Sven Berglin, an official with the Verdi union who is a member of E.ON’s supervisory board.

WASHINGTON (AP) — The number of people on the unemployment insurance rolls fell slightly last week for the first time in 20 weeks, while the tally of new jobless claims also dipped, the government said Thursday.

The report provides a glimmer of good news for job seekers, though both drops were small and the figures remain significantly above the levels associated with a healthy economy.

The Labor Department said the tally of first-time claims for jobless benefits declined to a seasonally adjusted 621,000 from the previous week’s revised figure of 625,000, nearly matching analysts’ expectations.

The total jobless benefit rolls fell by 15,000 to 6.7 million, the first drop since early January. Continuing claims had set record highs every week since the week ending Jan. 24. The continuing claims data lag initial claims by one week.

Still, the number of initial claims remains stubbornly high, above the 605,000 level reached five weeks ago. That was the lowest level in 14 weeks.

The four-week average of claims, which smooths out fluctuations, rose by 4,000 to 631,250.

- WASHINGTON (Reuters) – Medical bills are involved in more than 60 percent of U.S. personal bankruptcies, an increase of 50 percent in just six years, U.S. researchers reported on Thursday.

More than 75 percent of these bankrupt families had health insurance but still were overwhelmed by their medical debts, the team at Harvard Law School, Harvard Medical School and Ohio University reported in the American Journal of Medicine.

NEW YORK (Reuters) – Planned layoffs at U.S. firms fell for a fourth consecutive month in May, reaching the lowest level in eight months and offering another sign that the United States may be pulling out of a steep economic tailspin.

Planned job cuts announced by U.S. employers totaled 111,182 in May, down 16 percent from the 132,590 layoffs recorded the previous month, according to a report released on Wednesday by global outplacement consultancy Challenger, Gray & Christmas, Inc.

May marked the lowest monthly total since 95,094 job cuts announced last September. Since reaching a peak in January, job-cut totals have fallen by an average of 17.5 percent per month, according to the report.

However, the decline in layoffs may not continue for long.

“This decline in job cuts could be short-lived. The second quarter is typically the lowest quarter of the year when it comes to job cuts,” John A. Challenger, chief executive officer of Challenger, Gray & Christmas, said in the report.

WASHINGTON (MarketWatch) – The U.S. private sector eliminated 532,000 net jobs in May, the fewest jobs lost since November, according to the ADP employment index released Wednesday.

Goods producing industries cut 267,000 jobs while services cut 265,000.

The index comes two days before the government releases its estimate of May nonfarm payrolls. Economists surveyed by MarketWatch are looking for payrolls to drop by 500,000 in the government survey, which would be the smallest decline since October.

The ADP index does not include government jobs. To get an apples-to-apples comparison with the Labor Department report, you have to add in about 13,000 jobs typically gained in the public sector. That suggests total payrolls fell by about 545,000 in May, compared with the MarketWatch consensus of 500,000 for the Labor Department’s estimate.

The April ADP index was revised to a decline of 545,000 from a decline of 491,000 previously reported.

According to a report on the Times-Herald’s website, Big Blue recently notified contractual and full-time employees in East Fishkill, N.Y., and Yorktown Heights, N.Y., that they were being terminated. The report cites multiple sources including IBM employees.

This latest fiscal crisis won’t immediately affect the 1.1 million Californians now collecting benefits because the state is using an interest-free federal loan to cover their checks.

- Houston based Cabot Oil and Gas Corporation announced Thursday it will mothball a regional office in the Huntington Banks Building–and move those administrative operations to Pittsburgh.   The company announced the move as one of efficiency and is also closing its regional office in Denver.  

Forty jobs will be affected by the action.  Twenty-five have been offered transfers to Pittsburgh, while 15 will be laid off.
