<blockquote><p>Occasionally I find myself wondering if I&#8217;m nuts in thinking that the economy, especially jobs and home sales, is still in the tank and not rebounding as many in the media and government try to spin. I recall when Obama was chastised for giving the public the truth about the dismal shape of the economy and so he changed his tune from dismal to cautiously optimistic.</p>
<p>Many seem to prefer the more optimistic tone of those in powerful positions and it may help some keep their chins up during tough times. I prefer the unvarnished truth about things in order to make the best financial decisions possible.  Would I feel more comfortable having a large percentage of my meager retirement funding in the stock market if I was cautiously optimistic? Probably. Would I take most of that money and buy Treasuries or CDs if I thought financial conditions were poor and would likely remain that way for another year or so? Probably. So having the facts instead of the spin helps me make a better financial decision, usually. But with all the positive spin on the economy of late, it&#8217;s more difficult to make the correct decision, so I was glad to read the following unvarnished article about recent housing market reports.</p>

<p>However, forget about all the doom and gloom of reality! Enter the Wall Street spinmeisters. Don’t bother them with reality. Here is the fantasy&#8230;</p>
<p>Bloomberg writes: “Housing starts jumped 17.2% to a seasonally adjusted annual rate of 532,000 units in May, up from April&#8217;s figure of 454,000…”[i]</p>
<p>Marketwatch wrote:“Housing starts bounced back with a vengeance in May, rising 17.2% to a rate of 532,000 on a seasonally adjusted annual basis”[ii]</p>
<p>No, I am not making that up. I’ve given you the citation and you can read it for yourself. As ridiculously stupid as that is, they really did write “…bounced back with a vengeance…”.</p>

<div>I had to look around for a housing starts headline that didn&#8217;t scream &#8220;rocket higher,&#8221; &#8220;soar,&#8221; or &#8220;jump,&#8221; but eventually I found one that hit it correctly with &#8220;starts rise from record lows.&#8221; I find it easier to digest facts than hyperbole and the headline was factual. Sure, it&#8217;s great news that housing starts improve from the previous record low, but let&#8217;s not forget that April housing starts were a record low and this is the season to build homes.</div>
<p><span> </span></p>
<div>I also had to go to a BBC story to get the following important bit of info that seemed lacking in many of the other reports initial statements: &#8220;However, the rate was still down 45.2% from May 2008. via <a href="http://news.bbc.co.uk/2/hi/business/8103265.stm">BBC NEWS | Business | May rebound in US housing starts</a>.&#8221; Am I focusing on the negative? No, I think I&#8217;m focusing on the facts that most news organizations should also be doing. These fantastical headlines of housing starts &#8220;soaring&#8221; just cloud the real state of the housing market and it can make people believe that all is well and prices will start &#8220;jumping&#8221; higher if they don&#8217;t buy now they&#8217;ll be priced out forever. Record low interest rates, more affordable home building materials and government tax incentives do make buying a home seem more appealing at this time, but if all those incentives can increase starts and permits just above record lows, I&#8217;ll have to hope that interest rates, building products and tax incentives remain as they are for this to be new trend. As the economy improves interest rates and building material prices will increase and tax incentives will be removed. Is the improvement in starts and permits a good sign? Yes. Is it a good to buy a home? Maybe. Are housing problems behind us? I don&#8217;t think so, at least not yet.</div>

<p>WASHINGTON (AFP) — US housing construction starts and building permits rose more than expected in May after falling to record lows in April, government data showed Tuesday.</p>
<p>The Commerce Department reported permits to build privately owned homes, an indicator of future activity, leapt to a seasonally adjusted annual rate of 518,000 in May, an increase of 4.0 percent from the prior month.</p>
<p>Building permits had fallen in April to a revised rate of 498,000, the lowest level since the data began to be tracked in 1960.</p>

<p>But analyst Ivy Zelman gave me a huge nugget: 50 percent of sales in May were on spec. She says we&#8217;re seeing a lot of spec homes now because, &#8220;today&#8217;s consumer wants to touch and feel the house.&#8221; The positives are that cancellations are down, sales are better and there&#8217;s less negative pricing, although discounts are still prevalent. &#8220;The patient was without a pulse in the fourth quarter,&#8221; Zelman notes, &#8220;and now the patient&#8217;s in ICU.&#8221;</p>
<p>So why all the spec now? Because builders are trying to jam all these homes into buyers&#8217; pockets before the expiration of the $8000 first time home buyer tax credit. It turns into a pumpkin November 30th.</p>

<p>The number of new houses started in the US rebounded in May from April&#8217;s record low, the Commerce Department has said.</p>
<p>Housing starts jumped 17.2% to a seasonally adjusted annual rate of 532,000 units in May, up from April&#8217;s figure of 454,000.</p>
<p>However, the rate was still down 45.2% from May 2008.</p>

Seems that every week we have a jobless claims number that is revised upward, but that&#8217;s another story. The continuing claims number came it at 6.7 million, which was 15,000 less than the previous week. Improvement is improvement, but this is minor improvement at best. As mentioned by the John A. Challenger of the  Challenger employment report yesterday, &#8220;The second quarter is typically the lowest quarter of the year when it comes to job cuts.&#8221;</div>

<p>WASHINGTON (AP) — The number of people on the unemployment insurance rolls fell slightly last week for the first time in 20 weeks, while the tally of new jobless claims also dipped, the government said Thursday.</p>
<p>The report provides a glimmer of good news for job seekers, though both drops were small and the figures remain significantly above the levels associated with a healthy economy.</p>
<p>The Labor Department said the tally of first-time claims for jobless benefits declined to a seasonally adjusted 621,000 from the previous week&#8217;s revised figure of 625,000, nearly matching analysts&#8217; expectations.</p>
<p>The total jobless benefit rolls fell by 15,000 to 6.7 million, the first drop since early January. Continuing claims had set record highs every week since the week ending Jan. 24. The continuing claims data lag initial claims by one week.</p>
<p>Still, the number of initial claims remains stubbornly high, above the 605,000 level reached five weeks ago. That was the lowest level in 14 weeks.</p>
<p>The four-week average of claims, which smooths out fluctuations, rose by 4,000 to 631,250.</p>

<p>- The Labor Department&#8217;s data has been revised lower for the last 15 consecutive months at an average number of about 93,600. And if that weren&#8217;t enough, the few recent downward revisions to the ADP employment numbers appear to have presaged ones to the Labor Department&#8217;s reports.</p>

<p>After ADP revised the February loss to 706,000 from 697,000, the Labor Department revised its own report from a decline of 651,000 jobs to 681,000. Similarly, ADP&#8217;s November loss of 250,000 jobs was revised a month later to a drop of 472,000. The Labor Department&#8217;s nonfarm payrolls loss of 533,000 jobs in November was later revised to a drop of 597,000.</p>

Here we have an economist with MasterCard saying that high unemployment is a cause for celebration. It&#8217;s this type of economic expert that is so detached from the daily lives of the average person that they no longer see, feel or can experience the adverse affects unemployment has on the individual, families and communities. When you hear such harse, detatched and unempathetic quotes it&#8217;s often from the financial wizards. Here&#8217;s another one of those wizards of finance touting the benefits of unemployment from his comfort zone. I realize that some unemployment will always be the nature of an economy, but my point is one of how some of the most powerful men in the business world have absolutely no concern for the individual, but have a deep and sincere attachemt to a corporation. I am reminded of a John Lennon song titled &#8220;Power to the People,&#8221; but with a new title of &#8220;Profit over People.&#8221; I digress &#8211; here&#8217;s the story:</div>

<p>&#8220;Your ability to lay off people faster than your competitor will actually determine who is a survivor,&#8221; he said.</p>
<p>&#8220;That in turn will allow business to expand, and investment will begin to come back to turn that business cycle around and increase employment.</p>
<p>&#8220;So this is a short-term spiking that is very healthy.</p>
<p>&#8220;I wouldn&#8217;t worry about high unemployment. You may read all sorts of doom and gloom news in the media, but from my view I would start popping champagne.&#8221;</p>

<div>The ADP Report came in worse than expected at 532,000 job losses, but that was higher than the expected 500,000. The March report was revised higher by 54,000, or over 10%, to 545,000. If job losses of 545,000 were originally reported, the reaction would not have been a positive one as it was with the reported job losses of 491,000:</div>

<p>NEW YORK (Reuters) &#8211; Planned layoffs at U.S. firms fell for a fourth consecutive month in May, reaching the lowest level in eight months and offering another sign that the United States may be pulling out of a steep economic tailspin.</p>
<p>Planned job cuts announced by U.S. employers totaled 111,182 in May, down 16 percent from the 132,590 layoffs recorded the previous month, according to a report released on Wednesday by global outplacement consultancy Challenger, Gray &amp; Christmas, Inc.</p>
<p>May marked the lowest monthly total since 95,094 job cuts announced last September. Since reaching a peak in January, job-cut totals have fallen by an average of 17.5 percent per month, according to the report.</p>
<p>However, the decline in layoffs may not continue for long.</p>
<p>&#8220;<strong>This decline in job cuts could be short-lived. The second quarter is typically the lowest quarter of the year when it comes to job cuts,&#8221;</strong> John A. Challenger, chief executive officer of Challenger, Gray &amp; Christmas, said in the report.</p>

<p>WASHINGTON (MarketWatch) &#8211; The U.S. private sector eliminated 532,000 net jobs in May, the fewest jobs lost since November, according to the ADP employment index released Wednesday.</p>
<p>Goods producing industries cut 267,000 jobs while services cut 265,000.</p>
<p>The index comes two days before the government releases its estimate of May nonfarm payrolls. Economists surveyed by MarketWatch are looking for payrolls to drop by 500,000 in the government survey, which would be the smallest decline since October.</p>
<p>The ADP index does not include government jobs. To get an apples-to-apples comparison with the Labor Department report, you have to add in about 13,000 jobs typically gained in the public sector. That suggests total payrolls fell by about 545,000 in May, compared with the MarketWatch consensus of 500,000 for the Labor Department&#8217;s estimate.</p>
<p>The April ADP index was revised to a decline of 545,000 from a decline of 491,000 previously reported.</p>

<p>This latest fiscal crisis won&#8217;t immediately affect the 1.1 million Californians now collecting benefits because the state is using an interest-free federal loan to cover their checks.</p>
<p>But the state is supposed to repay that loan and restore its unemployment fund to solvency by 2011 &#8211; and right now, policymakers aren&#8217;t sure exactly how to do that, or at what cost.</p>

It looks as though state, county, city and school district layoffs are picking up due to those entities having to finalize budgets for next year. One issue with those layoffs is that municipalities will be receiving stimulus funding this year to close budget gaps, but that money may not be available next year, so layoffs could be even more problematic. Time will tell.</p>
<p>Today&#8217;s job reports showed some improvement and some worsening, but the job report that most are anticipating will be Friday&#8217;s monthly report. Tomorrow is the weekly <a href="http://mam.econoday.com/byshoweventfull.asp?fid=437669&amp;cust=mam&amp;year=2009#top">Jobless Claims</a>  report with a consensus estimate of 620,000. It will be interesting to see the revised number from the previous week to see if it improves or is revised higher as has been the case for the past six months. <div>There is plenty of economic news to consider this Friday that will indicate if the country&#8217;s economic health is improving or declining.  The <a href="http://bloomberg.econoday.com/byshoweventfull.asp?fid=438013&amp;cust=bloomberg&amp;year=2009#top">GDP</a> report is likely the most important of today&#8217;s releases and it showed continued weakness.  Economic reports follow:</div>

<p>WASHINGTON (AP) &#8212; The economy sank at a 5.7 percent pace as the brute force of the recession carried over into the start of the year. However, many analysts believe activity isn&#8217;t shrinking nearly as much now as the downturn flashes signs of letting up.</p>
<p>The Commerce Department&#8217;s updated reading on gross domestic product, released Friday, showed the economy&#8217;s contraction from January to March was slightly less deep than the 6.1 percent annualized decline first estimated last month. But the new reading was a tad worse than the 5.5 percent annualized drop economists were forecasting.</p>

<p>- Business activity in the Chicago region contracted at a faster pace in May, surprising analysts who had expected improvement. The Chicago purchasing managers index fell to 34.9 in May from 40.1 in April, according to a survey of corporate purchasing managers released Friday.</p>

<p>WASHINGTON (MarketWatch) &#8212; U.S. consumer sentiment rose in May, reaching the highest level since September, as more Americans feel the end of the recession is approaching, according to a survey released Friday by the University of Michigan and Reuters.</p>
<p>The consumer sentiment index rose to 68.7 from 65.1 in April. In mid-May the estimate was 67.9. Economists were looking for a final May result of 68.</p>

<p>The nation&#8217;s gross domestic product declined 5.7 percent in the first quarter of 2009, the U.S. Department of Commerce said Friday, but the drop was less than the 6.3 percent in the final quarter of 2008.</p>

<p>- LONDON (AP) — Oil extended gains above $65 a barrel Friday to reach a fresh six-month high after the U.S. reported a fall in oil inventories and further signs of economic improvement.</p>

<p>Benchmark crude for July delivery was up 67 cents to $65.75 a barrel by late morning in Europe in electronic trading on the New York Mercantile Exchange. On Thursday, the contract rose $1.63 to settle at $65.08, a six-month high and almost double the lows reached in March, when it fell below $35 a barrel.</p>

<p>- Gov. Sonny Perdue on Thursday said state revenues for the almost-ended fiscal year have continued to decline and that state agencies will lose a quarter of their June funding.</p>

<p>Perdue, in a letter to top state lawmakers, said he is being forced to lower the state revenue estimate by more than $274 million for the 2009 fiscal year that ends June 30. That is a 1.45 percent drop in the 2009 budget state lawmakers approved earlier this year.</p>
