Mike: While bailout repayment transactions from the banks to the fed can get complex for my little brain, the winner again seems to be the banks. The taxpayer paid to bailout the banks and then the banks give the feds less than fair value for their bailout holdings and the fed accepts it! I believe it goes something like this: I borrow $1000 from you and tell you to hold onto my $1000 car. When it’s time to repay you, I say here’s $200 and I want my car back. Under normal circumstances you would say, no way! But under TARP repayment of your tax money that would be considered acceptable. I’m sure it’s more complicated than that example, but getting 20% only back from a loan is a business model that is bound to fail. 

– May 22 (Bloomberg) — Banks negotiating to reclaim stock warrants they granted in return for Troubled Asset Relief Program money may shortchange taxpayers by almost $10 billion if Treasury Secretary Timothy Geithner’s first sale sets the pace, data compiled by Bloomberg show.

While 17 financial institutions have repaid TARP funds, only one has come to terms with the U.S. on the value of the rights to buy stock that taxpayers received for the risk of recapitalizing the industry. That was Old National Bancorp in Evansville, Indiana, which gave the Treasury Department $1.2 million for warrants that may have been worth $5.81 million, according to the data.

If Geithner makes the same deal for all companies in the rescue program, lenders may walk away with 80 percent of profits taxpayers might have claimed.

– Employers took 2,712 mass layoff actions in April that resulted in the separation of 271,226 workers, seasonally adjusted, as measured by new filings for unemployment insurance benefits during the month, the Bureau of Labor Statistics of the U.S. Department of Labor reported today. Each action involved at least 50 persons from a single employer.

The number of mass layoff events in April decreased by 221 from the prior month, and the number of associated initial claims decreased by 28,162. Compared to last year, the number of mass layoff events and associated initial claims more than doubled. In April, the manufacturing sector reported 1,111 mass layoff events, seasonally adjusted, resulting in 135,252 initial claims. Over the month, mass layoff events in manu- facturing decreased by 148, and initial claims decreased by 20,657.

– WASHINGTON (AP) — Forty-four states lost jobs in April, led by California where employers slashed 63,700 positions, as the recession took a further toll on U.S. workers.

The U.S. Labor Department says that behind California in over-the-month job losses were: Texas, which saw 39,500 jobs vanish; Michigan, which lost 38,400 jobs; and Ohio, which lost 25,200.

One week, a federal report says the number of people filing new claims for unemployment insurance has unexpectedly dropped, pointing to a slowdown in layoffs. Good news, right? Maybe not.

Within weeks, another government report says the unemployment rate has climbed. Bad news? Not so fast: Soon a privately issued report says the labor market appears to be strengthening, news that reassures investors and sends stocks higher.

– Some 2,000 of those jobs are held by SEIU and Workers United. Hartmarx is best known for its Hart Schaffner & Marx and Hickey Freeman suits – 122 years as a noted American clothier.

The unions are urging the liquidated company’s chief creditor, Wells Fargo, to support the sale of Hartmarx to a buyer who would keep the company alive, even if some of the jobs continued overseas.

But Wells Fargo Chairman Richard Kovacevich has resisted keeping the company alive and jobs here despite complaints from members of Congress as well as unions. Kovacevich, who also called the federal stress test on his bank’s assets “asinine,” sits on the board of Target, which is holding an annual meeting at the Waukesha store. Which explains why Target seems the target, though it’s not.

– LOS ANGELES—The Los Angeles Unified School District says it has more than halved the number of layoffs slated for June 30 with the help of federal stimulus funds and an early retirement program.

Superintendent Ramon Cortines said Friday that about 2,000 teachers and 260 support personnel are set to lose their jobs at the end of the academic year. That figure is down from the 5,971 workers who were sent layoff notices in March.

In bankruptcy, GM has said its best assets probably would be used to form a new, smaller company that needs fewer people.
